16 HK recruitment firms sued

The Philippine Overseas Labor Office in Hong Kong has endorsed the filing of cases against 16 recruitment agencies for violating the no-placement fee policy of the Philippine government.

Labor Attache to Hong Kong Manuel Roldan endorsed to POEA Administrator Hans Cacdac 30 affidavits of complaints against 16 Philippine recruitment agencies deploying household service workers to Hong Kong. The companies allegedly collect excessive placement fees from the Filipino household workers that they deploy despite the implementation of the no-placement fee policy.

The Society of Hong Kong Accredited Recruiters of the Philippines (SHARP) welcomed the move of the labor office saying it boost the moratorium on the deployment of Filipino household workers to HongKong.

“These 16 agencies will be facing 30 cases of violations of the policy,” SHARP president Alfredo Palmiery said.

He said the affidavits of the complainants have already been forwarded to the POEA for investigation and that he had recommended the imposition of appropriate sanctions against the erring recruitment agencies.

SHARP is the largest association of licensed recruitment agencies deploying workers to Hong Kong.

The group unilaterally declared a moratorium on the deployment of Filipino household workers to the former British colony last February 27 in an effort to push for full compliance with the “No Placement Fee Policy” being strictly implemented by the POEA.

Palmiery said the deployment of Filipino household workers has dropped as shown from the processing of employment contracts at the POEA.

“We call on the concerned agencies to cooperate with SHARP and join the moratorium which shall be lifted as soon as the greater majority of the Hong Kong employment agencies agree to the terms of charging the cost of recruitment to Hong Kong employers and paying a reasonable fee for the services rendered by Philippine recruitment agencies,” Palmiery said.

“The POEA has been warning recruitment agencies to refrain from collecting placement fees as violation of the policy will imperil their licenses to recruit and make them even liable to criminal prosecution,” Palmiery said.
